Carol believes education is the pathway to success, improving our children’s lives today and creating business leaders, skilled employees, and informed citizens for tomorrow. In 2012 she passed and funded HB 115, Peer Assistance and Review, a successful peer mentoring and teacher evaluation program that has been implemented in the SLC School District. She also secured ongoing funding for the highly regarded International Baccalaureate (IB) program (HB 266), passed anti-bullying and hazing legislation (HB 325), and co-sponsored bills to reduce standardized testing in high schools and prevent SAGE scores from being tied to teacher evaluations. In 2019, she passed HB 130, which created an exit survey for educators to take, which allows essential information about why teachers leave the profession to be sent to districts. This information is key to determining how districts can better recruit and retain quality teachers. Most recently in 2020, Carol passed HB 108, to address the shortage of medical specialists in schools, such as speech pathologists and audiologists. This bill permits districts to create a separate pay scale to remain competitive with the private sector. To address the critical teacher shortage, Carol advocates for higher salaries, lower class sizes, reduction of unnecessary testing, and better support for teachers.
